Import & export: PSW / WeBOC goods declarations

trade.hayaterp.com ↗

Goods declarations for the Pakistan Single Window (PSW / WeBOC) made from a clearance or an export invoice — duty calculation, filing, assessment, PSID payment and out of charge — with JSON / XML export for the clearing agent.

▶Import & export: a goods declaration for PSW / WeBOC1:22

A goods declaration (GD) is made from a customs clearance of an arrived import, or from an export invoice. Hayat fills it from the clearance, shipment, LC and contract, works out the duties, and then either files it through a PSW account or exports it for the clearing agent to file in WeBOC. Customs' assessment and the PSID payment are posted on the clearance, the same way as the clearance's own Assess duties and Pay duties.

The screens are in the Import & export menu: Goods declarations (PSW), PSW duty table (HS) and PSW / WeBOC accounts. A customs clearance and an export invoice each have a 🛂 PSW GD button.

Duties: the Pakistan method

Duty Worked out on
Assessed value (AV) CIF × customs rate × (1 + landing charge, default 1 %)
CD, RD, ACD AV × each rate
ST and AST (AV + CD + RD + ACD) × each rate; AST is 3 % for Commercial importers and only where ST applies
IT (AV + CD + RD + ACD + ST + AST) × the IT rate

The rates come from the clearance's own lines when set, then your HS codes & duty rates, then a built-in tariff of 21 common PCT codes (tea, sugar, medicines, film, tyres, yarn, steel coil, ACs, laptops, phones, solar panels, cars, motorcycles…), else zero. Each item records where its rates came from. The built-in rates are indicative FY 2025-26 figures — check the current tariff and SROs. FED, the export rebate (DLTL) and SRO concessions are not worked out: type those rates by hand with the SRO reference. Exports carry no duties.

PSW duty table (HS) shows your HS list next to the built-in tariff; Copy built-in rates to my HS list (trade.manage) adds the missing codes, and + Calculator opens the Duty calculator: Customs rate (PKR per 1 FC), freight, insurance, importer category and the item lines (+ Line), then Calculate — nothing is saved.

Filing a declaration

A goods declaration with PSW

  1. 🛂 PSW GD on the clearance or export invoice, or Goods declarations (PSW) → + Build GD: Import (from a clearance) or Export (from an export invoice), the PSW account, Collectorate, Importer category, Instrument, Instrument no. (EIF / EFE) and date, IGM / manifest no., manifest date and Index no. Build makes the declaration (PSD-…), filled from the clearance (B/L, vessel, containers, values, LC and contract) or the export invoice (Form E, packing and gross weight). Only one live declaration is allowed per clearance or export invoice.
  2. Check and edit while it is Draft or Rejected — Trader, agent & consignment, Money & financial instrument (customs rate, landing charge %, bank) and Items & duty calculator, then Save & recalculate: collectorate, importer category, agent, B/L and manifest, index number, vessel, packages, weight, exchange rate, landing charge, the payment instrument (LC, open account, advance, contract, without payment), bank and the items (HS code, origin, values, rates, SRO). The declaration says what still blocks filing: collectorate, trader NTN, an HS code on every item, the B/L (imports), the Form E (exports), the instrument number.
  3. File to PSW through the PSW account: the GD number and filing time are stored and the clearance gets the GD number. Or ⇩ JSON / ⇩ XML for the agent, then Manual status… (filed by hand in WeBOC / PSW) (Filed, Assessed, Examination, Out of charge, Rejected, Cancelled) with the GD number, the Channel (Green, Yellow, Red), a note and, when Customs assessed different amounts, the assessed value, CD, RD, ACD, ST, AST and IT. Save status.
  4. Sync status (also every 15 minutes by itself) reads the assessment, the channel and examination.
  5. PSID & duty payment: type the PSID customs issued (Save PSID), or Request PSID from PSW for what is still due; Check asks whether it is paid. The duties are paid through internet banking or 1Link outside Hayat; Record payment (amount, date, method, 1Link / bank reference) then posts it. A PSID that sync finds paid is only flagged — a person confirms it with Record payment. The Status timeline lists every step; Cancel withdraws a declaration not yet out of charge.
  1. At Out of charge, finish with Mark cleared (into stock) on the clearance as usual.

In the mock, filing gives a GD number like KAPE-HC-123456-23-10-2026, assessment comes 2 minutes later at the declared duties, the channel is random (Red adds an examination), a PSID is "paid" 2 minutes after it is issued and out of charge follows.
