Balloting, allotment, NDC, transfer, cancellation and possession

hayaterp.com ↗

The life of a plot file in Hayat Land after booking — the computer ballot with its published seed, manual plot assignment, allotment letters with a QR check, the no-demand certificate (NDC), transfers from seller to buyer with fee, CNIC and biometric checks, merging and splitting plots, cancellation with refund deduction, and possession with the possession letter.

After booking, a file moves through ballot → allotment → (transfers) → possession, or ends in a cancellation. Each step checks the dues and any encumbrance (mortgage, lien, court stay) on the file or plot first. Steps need land.sales unless marked land.manage.

Balloting

Open files (booked without a plot number) get their plots in a ballot.

  1. Start a ballot for the project, with a title (Phase 1 ballot, March 2026), and the category and size to draw (e.g. Residential, 5 Marla). You may pick the exact files and plots; otherwise every active open file and every available plot of that category and size take part.
  2. The seed is a code that fixes the draw. Leave it empty for a random 16-character seed, or type one announced in advance. Add the witnesses.
  3. Hayat draws a draft: each file paired with a plot. The order comes only from the seed and the file / plot numbers, so anyone with the seed can repeat the draw and get the same result.
  4. Check the pairs, then confirm (land.manage). If a file or plot changed since the draw (cancelled, sold) Hayat refuses — draw again.
  5. Or cancel the draft; it stays in the list for the record.

Confirming gives every file its plot, makes the on balloting dues due (30 days by default) and records who drew and who confirmed. More files than plots (or the reverse)? The ballot shows how many are left over.

Manual assignment: a single file can be given a plot by hand (e.g. a corner plot sold by request).

Allotment

Allot a file that has its plot: it gets an allotment number (LAL-…) and the plot becomes Allotted. If Allotment needs clear dues is on in the settings, files with overdue dues are refused.

The allotment letter prints with a QR code. Scanning it opens the check page on my.hayaterp.com, which shows valid with the project, plot, file, allotment number, status and owners (CNIC last 4 only) — or not valid. Keep it on the original letter: a photocopy with a changed name still points to the real record.

NDC (no-demand certificate)

Issue an NDC when the file has nothing due. If anything is still owed, Hayat refuses and shows the amount. An NDC is valid for 30 days (setting), prints with its number (NDC-…), and is used once, by a transfer. land.manage can revoke an NDC issued by mistake.

Transfer

A transfer moves the file from the current owners to new ones.

  1. Start a transfer on the file and add the new owners (name, father's name, CNIC, phone, share %). The first one listed becomes the primary owner.
  2. The transfer fee comes from the project (land.manage can change or waive it). Hayat bills it to the seller.
  3. Take the fee as a normal receipt and issue the NDC.
  4. At the counter, check both parties' original CNICs and tick CNIC checked (required). If you verify biometrically (e.g. NADRA e-Sahulat), tick biometric verified and type its reference. Add witnesses.
  5. Complete the transfer. Hayat checks: fee paid, a valid NDC, no dues outstanding, no encumbrance. The old owners are kept in the file's history and the plot's ownership chain; the new primary owner becomes a customer of their own.

Cancel a draft transfer if the deal falls through; an unpaid fee invoice is cancelled or credited. After a transfer, make a new buyer's page link so the seller's link stops working.

Merge and split plots

land.manage can merge two or more plots (free plots, or plots of one file) into a new plot number, or split a free plot into 2–50 parts with their own numbers and areas. The old plots are kept, marked Merged / Split, and the change is logged.

Cancellation and refund

Cancelling a file (land.manage) needs a reason. Hayat:

  • cancels the unpaid dues (credit notes for anything billed but unpaid);
  • keeps the deduction — 10 % of what was paid by default (setting), or the percent you type — as cancellation income;
  • records the rest as refund payable to the buyer;
  • optionally reverses the dealer's commission;
  • frees the plot (Available).

Paid surcharge and transfer fees are not refunded. Then pay the refund in one or more refund payments (method, reference); the file shows refund payable, paid and left.

Possession

  1. Request possession on an allotted file. Hayat dates the on possession and development charges dues (30 days by default) and bills them.
  2. When they are paid — and, with Possession needs clear dues on (the default), every billed due — give possession with the date and a note. Encumbrances block it.
  3. Print the possession letter (LPO-…).

With advance until possession (the default), possession is also when the plot price moves from advances from plot buyers to plot sales revenue in the accounts — see Reports and accounts.
